Law Summary
This revision tightens rules on EU waste shipments, especially exports outside the EU/OECD (notably restricting plastic waste). It aims to combat illegal shipments, promote circular economy principles, digitalize procedures, and ensure waste is managed in an environmentally sound manner globally.
Law Obligation
General ban on the export of waste to non-OECD countries unless such countries notify to the Commission their willingness to import specific types of waste and demonstrate their ability to manage it sustainably. The provisions apply to intra-EU shipments of waste (with or without transit through third countries), imported and exported waste from and to third countries, and waste shipments in transit through the EU to or from third countries. Introduces stricter rules regarding the export of plastic waste to third countries. In particular, it includes a ban on exports of non-hazardous plastic waste to non-OECD countries. In terms of scope, polyester textiles are not considered plastic waste, therefore ban on plastic waste does not apply.
